Consultation has concluded

The 2020 Parks and Recreation Master Plan calls for a variety of improvements to be made at Citizens' Park. Design Concept B from the Master Plan includes north and south entryway plazas, bicycle parking, fitness stations, new trees and vegetation, an amphitheater, benches, signage, parking lot, pathways, new playground equipment and fencing, and an outdoor classroom.

In addition to these amenities, based on conditions of the existing infrastructure there is also a need to replace and repair various components at the softball field including lighting, fencing and dugouts, leveling of the infield, irrigation improvement, and making cosmetic upgrades to the restrooms and pavilion. The total cost of these improvements is estimated at around $2.5 M, and for that reason the project will be done in multiple phases.

PHASE I:

In the spring of 2023 staff issued a Request for Proposals (RFP) for a Design-Build Project in which contractors could submit bids for Phase I of the project which includes:

  • softball field improvements
  • north plaza area installation

American Civil Constructors and THK Associates were awarded the bid and a contract was executed in August 2023. Based on project process and timeline, Phase 1 improvements will be constructed in the Spring of 2024. Design, public engagement, budgets and construction drawings will be prepared and completed in the Fall of 2023. Dependent on preliminary cost estimates the project will be scaled up or down as funding allows and additional items such as irrigation improvements, tree plantings, benches and picnic tables, and restroom upgrades may be included in Phase 1.

PHASE 2:

City staff are working closely with the team at the Jefferson County School District to understand what site improvements they may be making in the next several years (in addition to those made in 2023) as not to duplicate efforts or install similar amenities. Phase 2 of the Citizens' Park Improvements could include pavilion and restroom upgrades, irrigation improvements, replacement of horseshoe pits and playground equipment, south plaza and parking lot installation, addition of fitness stations, and an outdoor classroom among other amenities. Phase 2 does not have a scheduled start date, but is estimated for 2025 or 2026.

    Join us in celebrating the completion of the Phase 1 Improvement Project at the Citizens' Park Baseball Diamond June 15 at 9:00am. To make things extra special it is opening day of Youth Sport T-ball! Come down to Citizens' Park to enjoy music, food, plus a special Arbor Day Ceremony & Memorial Recognitions.

    Phase 1 Improvements at Citizens’ Park are about to begin!

    Soft mobilization for park improvements will begin Monday, February 26th, followed by demolition and construction in March and April. The completion date for the project is May 2024.

    The north side of the park will be unavailable for use during this time, while the south side of the park will remain open. More information on the project including designs is available at www.envisionedgewater.com

    Recognizing the wear and tear of time, the existing infrastructure will undergo necessary changes. The softball field will be revamped with improved lighting, fencing, and dugouts. Not stopping at that, leveling of the infield and a facelift for the restrooms and pavilion are also on the cards.

    The Phased Implementation and Budget

    With an estimated budget of $2.5 M, the entire project is expansive and will be executed in multiple phases and years to ensure systematic development without overwhelming the existing ecosystem or the park's regular visitors.
