The Transit-Oriented Communities (TOC) project is a forward-looking planning initiative to align Edgewater’s land use and development framework with emerging state requirements under House Bill 24-1313.
The project focuses on evaluating and updating zoning, development standards, and implementation tools within designated transit areas to support increased housing capacity, multimodal access, and a connected urban form. The effort includes technical analysis of existing conditions, identification of regulatory barriers, and preparation of targeted code and policy recommendations. A key objective is to ensure compliance with HB24-1313 by accommodating state-mandated housing densities and uses near transit while maintaining compatibility with Edgewater’s neighborhood character.
The project will also explore opportunities to integrate mixed-use development, and improve connectivity to high frequency bus transit along Sheridan Boulevard. Engagement with stakeholders, including boards & commissions and the development community, will inform practical and implementable solutions. Deliverables will include policy and code considerations for implementation through the City's Zoning Code Update, consideration of design standards, and implementation strategies aligned with the City’s broader Comprehensive Plan. Ultimately, the TOC project will help position Edgewater to proactively meet state requirements while advancing local goals for housing, transit connections, and sustainability.

Community members can complete a project survey, available in both English and Spanish, and use the interactive ID Places mapping tool to provide location-specific feedback about places they value, challenges they see, and opportunities for improvement.
